EU standards have no legal significance in themselves. However, it acquires legal status after publication in the Official Journal of the European Union or citation in domestic laws and regulations. The publication of these harmonized standards will result in a "presumption of conformity". As a result, users who adopt the standard can assume that their actions are in compliance with laws and directives. If a claim event occurs, then the task of proof is reversed. If a harmonized standard refers to an unharmonized standard, the unharmonized standard gets the same status as the harmonized standard.

International standardization work is important, but it is practically incomplete and does not achieve its objectives without harmonization with European directives and regulations. In the worst-case scenario, different product and safety requirements at IEC and ISO levels could become the standard for the CEN/CENELEC version – a very critical situation for commercial enterprises that are global market players.
Today, standards are almost always developed and published at the international IEC and ISO levels. In an ideal world, they should adopt an unchanged European standards body. In the European Union, the European Commission is responsible for the adoption of harmonized standards. The committee has commissioned the Harmonized Standards Consultant (HAS Consultant) to compare the essential health and safety requirements of the EU/EC Directives/Regulations. Until January 2022, approvals, coordination and budget monitoring were managed by consulting firm Ernst & Young as a service provider. However, the EU budget for this advisory function had been exhausted by October 2021 and the coordination process had stalled.
The new contract, which also features EY as a contractual partner, will be effective from August 2022. During this period, coordination work was more or less put on hold. As a result, there is a considerable backlog of coordination work, which must now be dealt with gradually in order to be published in the Official Journal of Europe as soon as possible.
The new contract contains the following important and relevant changes:
1. HAS consultants may devote up to 25% of their assessed working time to attending meetings and communicating within the Standards Committee. This has the advantage of avoiding differences in coordination at an early stage.
2. In the future, there will be a clear and structured evaluation process for coordinated evaluations:

Critical Coordination Deviation = "Non-Conforming" = Presumption of Non-Compliance Provided or
"Conditional compliance" = presumption of compliance with the limit
It is hoped that the new contracts and changed operating procedures will make harmonization more effective, the harmonization of standards more rapid, and finally published in the official journal of the European Union.
