Siemens and Tsinghua Suzhou Institute for Environmental Innovation today jointly released a white paper titled "Green Star: A Pioneer in the Low-Carbon Path of China's Parks", which aims to evaluate the low-carbon development performance of parks with a scientific index system and contribute to the low-carbon transformation of China's parks. The white paper provides a comprehensive survey and evaluation of the low-carbon development process and effectiveness of the 32 Homeland Areas, deeply analyzes the challenges, opportunities and trends in the low-carbon development process of the park, and provides a strategic framework and suggestions for the development of the park, providing guidance for the green and low-carbon development of the park.
In the context of the global response to the climate crisis, as an important carrier of China's industrial and economic development, the park provides a large amount of infrastructure and public services, and is also one of the main sources of carbon emissions. Therefore, scientifically assessing the low-carbon development level of the park has become the next important topic of the "dual carbon" strategy. The white paper establishes and uses the low-carbon development process evaluation framework (PDI) of China's industrial parks, and conducts a comprehensive investigation and evaluation of the low-carbon development process and effectiveness of the 32 homeland areas from the three dimensions of performance, development and influence. Through the survey, it can be found that the park generally faces challenges in low-carbon development, such as difficulty in precise and scientific carbon reduction, insufficient driving force, lack of overall policy and innovation grasp, and lack of application of green financial innovation tools.
Therefore, the white paper puts forward a strategic framework for the development of low-carbon parks, and gives suggestions for the low-carbon development path of China's parks. The white paper points out that the park needs to take planning and policy support as the top-level guidance, guide the overall low-carbon transformation strategy and direction of the park, create an integrated carbon emission monitoring, verification and management mechanism and platform to strengthen comprehensive management, improve industrial efficiency, comprehensive energy system construction and resource recycling as the core pillars of emission reduction, and break down barriers with scientific and technological innovation, green finance, green supply chain and low-carbon cooperation, and support the long-term and efficient low-carbon transformation of the park. At the same time, the white paper also takes the three demonstration parks of electronic information parks, automobile industrial parks and new energy industrial parks as examples, and details how to build a high-end low-carbon industrial pattern, promote carbon reduction in the supply chain, and build a benchmark for the whole new energy industry chain.
