Although it was postponed for more than two months, around the Spring Festival this year, Hu Chengzhong, a representative of the National People's Congress and chairman of Delixi Group, started preparations for the two sessions early. Suggestion 1: Accelerate the construction of smart cities and improve disease prevention and control capabilities In recent years, more than 700 cities in China have successively carried out the construction of smart cities and achieved preliminary results.

In the Spring of this year, the outbreak of the new crown epidemic has carried out a major test on the construction of smart cities, and many problems have been revealed for cloud synchronization with the accumulation of a lot of valuable experience. With the digital epidemic prevention method represented by the "health code", some city governments have launched "online handling" of service matters, and "no face-to-face" transaction processing, and some enterprises have held online video conferences and adopted online office platforms; Some schools have "suspended classes without suspending learning" and implemented remote teaching, all of which show the great significance of urban intelligence. However, in terms of epidemic prevention and control, problems such as low intelligence level and weak technical capacity of some cities have also been exposed. For example, the real-time data collection capability is insufficient, the cross-level operational command and dispatch and cross-regional logistics data integration are still insufficient, the level of data development and utilization is not high, the data support mechanism is not perfect, and the data processing capacity is not strong. Hu Chengzhong believes that now is an urgent period for the rapid development of smart cities. Suggestion 2: Vigorously support the construction of the National Intelligent Electric Innovation CenterAt present, China's power generation has ranked first in the world.

In recent years, the scale of China's power grid has increased rapidly, and the complexity of lines has been increasing, making the informatization, automation and intelligent development of power grids an important task. With the rapid development of information technology and the continuous improvement of people's living standards, the development of intelligent electrical has become an inevitable trend and a top priority. At present, the profits of domestic enterprises are low. As a result, many companies have low profits and lack innovation. Moreover, the core technology of the national energy system is in the hands of foreign companies, and after-sales service is rarely effectively guaranteed, so it is necessary to continuously improve the localization rate of electrical equipment. The intelligent electrical equipment industry is of great significance to China's economy, politics and even people's livelihood.

Suggestion 3: Build a chip powerhouse.

China's chip consumption is the world's first, but the chip self-sufficiency rate is low, and high-end, key equipment and materials are basically dependent on imports, which is very risky, and the ZTE and Huawei incidents have given us a profound warning. At the same time, the widespread use of foreign chips in many fields has serious security risks. In addition, many traditional industries are in urgent need of transformation and upgrading, but if the chip does not break through, industrial upgrading will become a castle in the air.

Suggestion 4: Improve the credibility of the ecological industryIn recent years, some problems have been exposed in the rapid development of public welfare and philanthropy in China.

Some non-profit organizations have various problems due to the imperfect management of various aspects. The Guo Meimei flaunting of wealth incident more than ten years ago, and the inefficiency of the Wuhan Red Cross Society in the anti-epidemic battle are typical cases. The lack of credibility of public welfare charities has dampened people's enthusiasm for participating in public welfare undertakings. There is no lack of kindness in Chinese society, what is lacking is confidence in non-profit organizations. Hu Chengzhong believes that building a good charity ecology and improving the public's trust in charities is a very important task for China's philanthropy at present. To this end, he put forward four suggestions: first, create an open public welfare and charity pattern; 2. Suggestion 5: Optimize the "fee reform" policy of expressways to reduce the burden of social trafficWith the rapid advancement of the reform of China's toll road system, the beautiful vision of "one network and smooth all the way" of expressways is gradually becoming a reality.

However, in the process of implementing the reform plan, there are still some operational levels that are not in place and are not comprehensive, such as the charging standard is not transparent enough, the charging method is not humane enough, and the actual charging has increased, etc., which has caused trouble to the masses and enterprises, increased the traffic burden to a certain extent, and affected the original intention of the reform of "improving the people's sense of gain, happiness and security". Hu Chengzhong believes that the expressway is the key destiny line of social development and social and economic development, which is related to tens of millions of companies in the middle of the world, and expects the traffic management department to implement the intention of intermediate management decision-making, and the expressway will play a more proactive and critical role in the whole process of improving the quality of China's economic development. To this end, he put forward three suggestions: first, make good use of "Internet +", let the data run away more, and cause less trouble to the masses; 2. Adhere to the original intention of the policy and implement the principle of "improving efficiency and reducing costs"; 3. Refine governance measures and make good use of price leverage.

On May 19, Hu Chengzhong set off for Beijing with five carefully prepared proposals to attend the Third Session of the 13th National People's Congress, which opened on May 22. Hu Chengzhong was elected as a deputy to the 13th National People's Congress on January 30, 2018.
